US envoy Gabriel Escobar told Monday’s online news conference that the EU-proposed agreement reached by Belgrade and Pristina is legally binding.

He said that there is no need to focus on signatures because that has no bearing on the fact that an agreement was reached. We have an agreement and we view it as such with both sides engaged seriously, Escobar said.

According to the State Department official, both sides are expected to start implementation immediatelly. He said the primary intention of the agreement was to formulate the basic rules for the interaction of the two sides to prevent instability in the region.
