Monday’s press release from the Kosovo prime minister’s cabinet said that the award was being given to Kandic for her work on recording the dead and the missing during the war. Haradinaj said Kandic’s Humanitarian Law Fund had the most credible records of all victims of the war.

“Working in uncertainty and not separating the victims into theirs and ours and seeking justice for them shows a unique humanism and civic and human courage,” Haradinaj said.
