The draft says the Serb community in Kosovo will have specific rights guaranteed by the constitution and laws which can be changed only by the majority votes of the minority deputies.

Kosovo will, according to the draft, establish the Community (Association) of Serb Municipalities “subject to procedure and conditions” established by the draft.

The draft also envisages that “the parties agree the Serbian public education will be integrated formally into the Kosovo education curricula,” and that "the University of North Mitrovica shall be an autonomous public institution of higher education,” while its funding from Belgrade “must be transparent and made public in accordance with the law of Kosovo.”

The draft also calls for the improvement of the interests of both nations, including a joint fund for the academic and research projects and the exchange programmes for the youth.

The mechanisms for the respect of human rights for the citizens of both states will be established as well as joint committees tasked with solving the issues related to the 1998-1999 war in the then rebellious Serbia’s province, such as “the reparations, missing people, sexual violence and war crimes.”

Kosovo will, according to the draft, "form a multi-ethnic police force, while in the Serb-dominated municipalities the Interior Ministry will appoint police commanders recommended by the local authorities.
