The Kosovo Finance Ministry cannot make any payments because the budget has not been adopted, the ministry said on Friday.
Wednesday’s Parliament session did not adopt the government’s proposal to empower the Finance Ministry to use budget funds in February as a condition to make payments.
The Finance Minister’s advisor Lulzim Rafuna told Radio Free Europe that a proposal has been drafted for Saturday’s parliament session which will allow the payment of debts from the budget in February.
Under the law on public finances, the Finance Ministry is empowered to make payments totalling no more than one 12th of the budget for 2018 up to January 31, 2019.
Parliament will vote on the draft budget of 2.3 billion Euros for 2019 on Saturday.
Rafuna said the ministry managed to meet all payments to public institution employees and other budget users.
