Serwer says Belgrade and Pristina not really trying to find solution for Kosovo

The authorities in Belgrade and Pristina are not really trying to find a solution to the Kosovo issue, Balkans expert Daniel Serwer told the Voice of America.
I think people are wrong to think that Serbian President Aleksandar Vucic is prepared to make a historic compromise, the professor at the Johns Hopkins School of Advanced International Studies said and added that the political leaders in Belgrade and Pristina have not shown the will to move forward like the leaders of North Macedonia and Greece did to end their dispute.
He proposed an exchange of measures between the two sides with Belgrade giving up its campaign to prevent Kosovo from joining international organizations and Pristina revoking the 100 percent tariffs along with a liberalization of the visa regime with the European Union.
Serwer also warned that an exchange of territory or changes to the borders are bad ideas because Belgrade and Pristina can’t agree on what the other side wants and because it would destabilize not only the Western Balkans but also parts of the former Soviet Union. He said that both Serbia and Kosovo have to prove themselves capable of treating all their citizens equally in order to get EU membership but that an exchange of territories sends a clear message that they are incapable of doing that.
