Reconstruction contract awarded without tender for Belgrade railway station

The contract to reconstruct the building that was Belgrade’s central railway station was awarded in direct negotiations instead of by tender, the Insajder investigative journalism portal reported on Wednesday.

The contract was awarded to the consortium formed by the Koto and ALP Engineering companies of Belgrade. The Republic Property Directorate avoided a tender citing urgency because of the weather and purchase of materials. The reconstruction project is worth two million Euros. Under the contract which was signed on August 30 the reconstruction has to be completed by February 5, 2020.

The decision to negotiate directly with the two companies was published on August 20 after permission was granted by the Public Procurement Authority.

The consortium made an offer of 239 million Dinars (1 Euro – 118 Dinars). The Directorate had 334.1 million Dinars in budget funds for the project. Insajder said the money would be spent on the reconstruction of the building and decorative lighting.

The Koto company was awarded contracts to do restoration on the Victor statute on Belgrade’s Kalemegdan fortress and to tear down buildings around the old railway station, the construction of a cable car between the fortress and New Belgrade, restoration and reconstruction of one of the old fortress gates. Alp Engineering has also done restoration and construction work.

The Belgrade city authorities are planning to turn the old Railway Station building into culture facility, Insajder recalled adding that the Belgrade Waterfront company was given management rights over a number of old buildings in the area, including the station.
