
Kosovo's Government adopted on Friday its 2020-2023 plan whose special chapter dealt with the dialogue on the normalisation of Belgrade – Pristina relations with a final goal the mutual recognition of Kosovo and Serbia, the Beta news agency reported.
"Kosovo's Government will commit itself to the normalisation of relations with Serbia in the dialogue and the spirit of the reciprocity. The dialogue will be conducted about the bilateral issues and good neighbourly relations, including the missing people, war and occupation reparation, the succession of former Yugoslav Federation which Kosovo was a part of and the mutual recognition of the two states," the chapter on the dialogue said.
It excludes issues of the territorial integrity and Kosovo's sovereignty, as well as the local regulations and functionality of the country.
The programme insists on a unique character of Kosovo. It excludes "the third administrative institution for settlements with certain ethnic population," meaning the Government will not accept the Community of Serb Municipalities as stipulated by the Brussels Agreement signed by both parties.
Other principles say that the prime minister will lead the dialogue on behalf of Kosovo and based on his Constitutional mandate. He is supposed to inform the Parlament about the process regularly.
"The taxes on goods from Serbia and Bosnia and Herzegovina will be replaced with full reciprocity measures," the programme said.
It also envisages the review of all agreements reached so far and their implementation in Serbia. Those issues will be tackled during the dialogue In cooperation with the European Union.
