The CRTA NGO said that 14.1 percent of voters had turned out in the first four hours since polling stations opened at 7:00 am. It reported what it called serious irregularities at four percent of polling stations, including alleged payments for votes in Zrenjanin.

CeSID said that 13.7 percent voted by 11:00 am and reported irregularities at some of the 500 polling stations that its observers were monitoring, including threats made against voters at a polling station in Belgrade and the presence of two people who are not part of the polling station staff but were interfering in the work of the local election commission.
