Borrell: No EU energy aid for Montenegro if institutions remain blocked

The European Union (EU) will not approve the energy financial aid package for Montenegro if the blockade of its institutions continues, EU High Representative for Foreign Affairs and Security Policy Josep Borrell told a meeting with Montenegrin President Milo Djukanovic.

Djukanovic, who is attending the Socialist International Congress in the capacity of the Democratic Party of Socialists leader, met with Borrell in Madrid and informed him about the current situation in Montenegro and possible ways of overcoming the crisis.

Borrell said a solution must be sought through dialogue and agreement between all political subjects, said Djukanovic’s office.

Montenegro does not have a Constitutional Court because this judicial body has only three out of its seven judges, and is therefore unable to rule on institutions’ complaints and complaints regarding local elections, which has been blocking the implementation of local elections in some Montenegrin municipalities since October 23.
