“Kosovo and Serbia have agreed on the Implementation Annex of the Agreement on the path to normalisation of relations The parties have fully committed to honor all articles of the agreement and implement their respective obligations expediently and in good faith,” the EU High Representative said after 12 hours of talks with Serbian President Aleksandar Vucic and Kosovo Prime Minister Albin Kurti.
The sides agreed to implement all articles of the agreement and all obligations without delay and in good faith, he said. “The agreement and annex between Kosovo and Serbia are considered approved on the basis of my statement,” he said and added that they agreed on practical steps to be taken, when and by who.
“The EU welcomes the Parties agreeing today on the implementation of the Agreement on the Path to Normalisation of Relations between Kosovo and Serbia, which is foreseen to become integral and binding part of the respective European paths of the Parties. The EU considers the Parties agreeing today on the Implementation Annex of the Agreement, including agreeing on full implementation of obligations from past Dialogue agreements, as a significant achievement. Peace, reconciliation and economic development are key prerequisites for the accelerated progress of the Western Balkans region towards the EU,” Borrell’s written statement said.
Borrell said the EU will demand that both sides meet their obligations as part of their path to EU.
“Serbia and Kosovo have to normalize their relations. There is no way around it,” he said adding that this agreement is part of that process.
Kurti told reporters that the EU now has to find a way to make the agreement legally and internationally binding. He claimed that Vucic did not want to sign the agreement and implementation annex.
Vucic told the media after the meeting that “some kind of agreement has been reached”. “We agreed to form a joint monitoring commission chaired by the EU …. and to immediately start forming the Community of Serb Majority Municipalities,” he said.
