Go-Change asks Constitutional Court for ruling on Lex Specialis

The Lex Specialis was adopted by parliament recently, despite objections from the public and opposition. It clears the way for the demolition of the General Staff Complex which was protected as a cultural heritage site. The complex includes pre-WW2 and post-war buildings. The Lex Specialis was adopted to allow the complex to be partly demolished and turned into a Trump hotel. The complex was bombed during the NATO air strikes in 1999.

“In essence, this act separates a specific case and places it outside the law and Serbia’s entire legal order. The practice of the Constitutional Court unequivocally shows that a special law cannot violate the standards established by systemic, general laws, especially in terms of human rights. In this case, a series of regulations were violated including construction standards, protection of cultural heritage and the obligation of public participation,” Movement official Savo Manojlovic said.
