
Kosovo Minister of Foreign Affairs and Diaspora Donika Gervalla said that the draft statute for the Community/Association of Serb-majority Municipalities (CSM) proposed by the US and European Union (EU) is a good basis to work with, but that is it “not very good,” contains quite a few ambiguities and offers no autonomy for the north of Kosovo.
“The draft does not offer any kind of autonomy for the north of Kosovo and the matter of publishing the draft statute does not depend on us. If it were up to us, we would have published it right away, but that was a request from those who facilitate the negotiation process who asked us (not to publish it) as partners. The draft is not very good, it contains quite a few ambiguities, it respects many of our concerns from the past and I think it is a good basis to work with,” said Gervalla.
She added that Kosovo’s institutions neither have the desire nor the will to accept drafts that are to the detriment of Kosovo.
The US and EU proposed to Kosovo a draft statute for the CSM, which Kosovo Prime Minister Albin Kurti accepted. The document has still not been publicly released.
