
Head of the Self-determination Movement MP caucus in the Kosovo Parliament Mimoza Kusari-Lila said the Draft Statute of the Community of Serb Municipalities (CSM) in Kosovo can undergo changes and that a third level of government in Kosovo can be prevented. The Self-determination Movement is led by Kosovo Prime Minister Albin Kurti.

Kusari-Lila told an interview with the Pristina news agency Kosovapress.com that she believes the draft CSM statute proposed by European Union (EU) and American diplomats does not create a new mechanism for a third level of government that could threaten Kosovo’s statehood or constitutionality.
She also said the draft statute can be amended and, not wanting to go into details, she emphasized that Kosovo’s allies, especially the US, gave guarantees that they will not allow the creation of a third level of government in Kosovo.
“We are not talking about any new mechanism, either institutional or at the municipal level, that could threaten Kosovo’s statehood or its constitutionality. Kosovo’s constitutional order is clear, it is a parliamentary republic with two levels of government, local and central,” said Kusari-Lila, adding that there is no room or possibility for this order to change.
“On top of all this we have guarantees from our partners, that is, allies in the European Union and the United States. When there was insistence or requests to create a third level of government in Kosovo, I personally witnessed reactions of QUINT states’ representatives against this,” said Kusari-Lila.
