Kosovo Prosecutor’s Office: Office for Kosovo deputy director pleads guilty, indictment filed

The Deputy Director of the Serbian Government’s Office for Kosovo and Metohija, Igor Popovic, pleaded guilty to the criminal offense “inciting discord and intolerance”, the Kosovo Special Prosecutor’s Office said in a press release. At the same time, an indictment was filed against Popovic, which was submitted to the Basic Court in Pristina, along with a plea agreement, KoSSev reported.

Popovic was arrested at the beginning of July at the administrative crossing Brnjak, after delivering a speech the same day in Velika Hoca in which he called Kosovo Liberation Army (KLA) members “terrorists,” among other things, reported KoSSev.

Kosovo authorities said at the time that he made “inflammatory statements.”

A month later, Kosovo’s Special Prosecutor’s Office on Tuesday filed an indictment against Popovic.

“The accused I.P. is charged with intentionally and purposefully publicly inciting and spreading hatred and intolerance between ethnic groups on July 18, 2025, around noon, in Orahovac,” the Prosecutor’s Office said Tuesday.

The indictment reads that Popovic delivered a public speech that day before a large number of citizens, using what is alleged to be “inciting and hate-filled speech.”

According to the Prosecutor’s Office, Popovic thus “incited and deepened mistrust and intolerance toward ethnic diversity in Kosovo, as well as disrupted coexistence between the Serbs and Albanians.”

It said that, at the same time, Popovic pleaded guilty to the charges against him.

“Based on this, the Special Prosecutor’s Office of the Republic of Kosovo has, along with the indictment, submitted a plea agreement to the Basic Court in Pristina,” KoSSev reported.
