Kosovo writes to CoE, pledges to establish CSM

The Kosovo Government sent a letter to the president of the Parliamentary Assembly of the Council of Europe (PACE) pledging to prepare a draft statute for the Community of Serb-majority Municipalities (CSM).

Kosovo’s Foreign Minister Donika Gervalla said she wrote to the president of this international institution after Kosovo received the support 82 percent of PACE members.

In the letter, the Kosovo Government pledged to prepare a draft “for the establishment of a mechanism for self-government, coordination and cooperation of Serb-majority municipalities in Kosovo,” thereby fulfilling Kosovo's inherited international obligations, satisfying the needs of Serb community Kosovo citizens, while at the same time respecting the Constitution in its entirety, all Kosovo laws, as well as the principles of the Council of Europe, Gervalla wrote in a Facebook post.

She added that the draft statute for the CSM serves the government's goal of integrating communities and implementing Kosovo's laws in all municipalities.

Following this pledge, Kosovo expects and asks the Council of Europe to fulfill its part of the obligation and invite Kosovo to join the Council of Europe without delay, as a country that not only meets the most important conditions for membership in this organization but has also fulfilled them all, said Gervalla.
