Kosovo’s Konjufca: EU has no competence to propose CSM statute

Kosovo Parliament speaker Glauk Konjufca said Friday that the European Union (EU) has no competence to propose to Kosovo a draft statute for the Community of Serb Municipalities (CSM).

It is wrong to think that it is the European Union’s competence to propose this, and ours just to forward the statute to the Constitutional Court, Konjufca said following a Kosovo Parliament session, RTK reported.

He added that Pristina is only bound by the Brussels Agreement of 2013.

The speaker explained that Kosovo is waiting for the Ohrid agreement to be signed, because if Serbia can choose to implement “only the parts of this agreement that suit it, then Kosovo has the same right.”

The Agreement on the Path to Normalization between Kosovo and Serbia, informally known as the Ohrid agreement, was mediated by the EU and was verbally accepted by Kosovo Prime Minister Albin Kurti and Serbian President Aleksandar Vucic in February 2023, and a plan for its implementation was agreed on in March 2023.
