Nemec appointed EP rapporteur on visa waiver for Kosovo Serbs with Serbian passports

European Parliament (EP) member Matjaz Nemec has been appointed rapporteur for the abolition of visas for Kosovo citizens with Serbian passports, the only ones in the Western Balkans who need visas to travel to the European Union (EU).

The Slovenian MEP posted on the X social media platform that the European Parliament's Committee on Civil Liberties, Justice and Home Affairs (LIBE) appointed him as rapporteur for the abolition of visas for Kosovo Serbs and that he “hopes for a speedy adoption” of this decision.

Nemec will draft a report on the topic of “Third countries whose nationals are subject to or exempt from a visa requirement when crossing the external borders: holders of Serbian passports issued by the Serbian Coordination Directorate,” regarding amendments to the EU Regulation of 2018 in the part that refers to Kosovo citizens with passports issued by the Serbian Coordination Directorate.

The European Parliament and Council Regulation contains a list of third countries whose citizens are required to be in possession of a visa when crossing the external borders of the EU member states, and a list of those whose citizens are not required to have a visa for entry into the EU, for stays of no more than 90 days in any 180-day period.

Under a Council regulation of 2009 Serbia was moved to the list of countries whose citizens do not need visas, but this does not apply to Kosovo Serbs who are holders of Serbian passports issued by the Serbian Coordination Directorate.
Kosovo has been granted visa-free travel to the EU, so the holders of passports issued by the Serbian Coordination Directorate are the only ones in the region required to have visas for travel to EU member states.
