PM Brnabic enters reservations to EU Declaration to “protect Serbia’s interests”

Protecting the interests of the Republic of Serbia, Serbian Prime Minister Ana Brnabic entered reservations to the European Union (EU) “EU-Western Balkans Summit Brussels Declaration, 13 December 2023,” in which she clearly stated that Kosovo and Metohija is an integral part of Serbia, in line with UN Resolution 1244, said the Serbian Government. (Kosovo and Metohija is the official name for what the Serbian authorities consider to be the country’s southern province)

As pointed out, Serbia's clear red lines are the non-recognition of Kosovo and Metohija and the non-acceptance of Kosovo and Metohija as a member of the United Nations, as well as a member of the system of United Nations organizations and agencies.

“The Republic of Serbia, which is committed to the European integration process and negotiations, in general and with reservations, aligns with the Declaration ‘EU-Western Balkans Summit Brussels Declaration, 13 December 2023,’ as a political statement and a legally non-binding document,” reads the reservations statement.

The text states that the agreement on the path to normalization and its implementation annex, as stated in the Declaration, will be deemed acceptable only in a context that does not refer to any de facto or de jure recognition of so-called “Kosovo.”

“The Republic of Serbia emphasizes that alignment does not in any way mean recognition of the so-called ‘Kosovo’s’ membership in the UN, in the system of UN organizations and agencies, or of the so-called territorial integrity of the so-called ‘Kosovo’” reads the statement.

It says that, under international law, the Declaration is not a legally binding contract and that aligning with this Declaration does not affect the fact that Kosovo and Metohija remains an integral part of Serbia’s territory under international administration, in accordance with UN Security Council Resolution 1244 of 1999.
