Political analysts: It is too late to change the Annex, Serbia will not be able to avoid Kosovo's entry into intl institutions
Political analysts Dragoslav Raseta and Nemanja Todorovis Stiplija commented on the announcement by European officials that all negotiations and agreements between Belgrade and Pristina, including the Annex to the Ohrid Agreement on Kosovo's accession to international organizations, will be included in the negotiating Chapter 35 of Serbia with EU by the end of January 2024 at the latest. They agree that this is a clear signal from European officials and that both sides must fulfil what they promised.
"I think that the Serbian authorities should learn that they should respect those words spoken towards the EU. If in March they accept the agreement and the Annex to the agreement it will be included in Chapter 35... I see this behaviour exclusively for internal use," says Stiplija.
The President of Serbia, Aleksandar Vucic, said earlier that he does not think it is possible for the Ohrid Agreement as a whole to become part of Chapter 35 because in that way the EU would close the door for Serbia.
"I don't think it is possible for (the Ohrid Agreement) as a whole to be part of the negotiating chapter 35, because that would close the door for Serbia. If you say that Kosovo's membership in the UN is part of that chapter, then it is clear that you do not want Serbia. I don't believe it's possible and I don't believe they will make such a decision," said Vucic.
Raseta believes that not only de facto recognition of Kosovo is required from Serbia, "but the Annex talks about Kosovo's accession to international organizations, unfortunately it is too late to change that".
"It will not be possible to avoid some provisions, such as Kosovo's accession to international organizations. We will see what the strategy of the Serbian authorities will be after the elections, whether it will change," said Raseta.
Vucic and Albin Kurti agreed on February 27 in Brussels on the Agreement on the Path to Normalization of Relations, and on March 18 in Ohrid on the Implementation Annex of that document. Those documents state that they become an integral part of the negotiation framework in the EU accession process and that non-compliance with the obligations arising from it can have direct negative consequences on the European path of each of the parties.
"The parties take note that the Agreement and the Implementation Annex will become integral parts of the accession process of Kosovo and Serbia to the European Union. The parties accept that immediately after the adoption of the Agreement and this Annex, the EU will begin the process of changing the criteria for Chapter 35 for Serbia due to the obligations arising from the Agreement and this Annex. The agenda of the Kosovo Special Group for Normalization will equally reflect the new obligations of Kosovo arising from the Agreement and this Annex", it is stated in the Implementation Annex agreed in Ohrid.
