Possibility of Committee of Ministers discussing Kosovo's CoE admission request not ruled out

The decision on discussing this subject depends on the results of the lobbying that preceded the meeting, because the topics to be decided on are usually not put on the agenda, if the preparatory meetings do not show that there is a consensus of a sufficient number of ministers to "pass" the topic at the meeting.

Kosovo has applied to join the Council of Europe in May 2022.

In March 2023, the Council of Europe decided to forward that request to the Parliamentary Assembly of the European Union for its opinion. In April last year, the Parliamentary Assembly supported the admission of Kosovo to the Council of Europe and invited the Committee of Ministers to make this decision.

The Committee of Ministers is the executive body of the Council of Europe, which consists of ministers of foreign affairs, and which meets once a year.

The decision is made by a two-thirds majority of the ministers present at the meeting, while the ambassadors of the member states can also make the same decision, with the fact that they must reach full consensus and make the decision unanimously.
