It is up to Kosovo and Serbia to decide if they want to accept the Franco-German proposal for the normalization of relations, said German Government Special Envoy for the Western Balkans Manuel Sarazzin.
Sarazzing told the Pristina Kanal 10 TV that “the two countries” would not be punished if they opposed the Franco-German proposal because that is not how international politics work.
I cannot foresee the future, said Sarazzin, adding that France and Germany are just trying to facilitate solutions.
Solutions have to be agreed on, those are your countries and your responsibility. We are trying to be helpful, to give pushes, to initiate things. But, in the end, it depends on the decision of the people in Serbia and in Kosovo, of course, said the German envoy.
Regarding the formation of the Community of Serb Municipalities in Kosovo, Sarazzin said that any proposal and agreement on this matter must be in line with the 2013 agreement and cannot violate the Kosovo Constitution.
“It is important to have a debate, to find a clear point. And I know there is such fear about this topic in Kosovo. I can assure you that it is necessary to take some steps forward on this topic. Of course, nobody wants a result undermining the independence or the ability of the Republic of Kosovo to act and the Constitutional Court ruling on this matter,” said Sarazzin, adding that the formation of the Community of Serb Municipalities was agreed upon in 2013 and that further steps need to be taken in that direction.
