European Union (EU) Special Envoy Miroslav Lajcak’s visit to Belgrade and Pristina was announced at end of last week and is in no connection with the Thursday appointment of Nenad Rasic as Kosovo Minister for Communities and Returns, said EU spokesperson Peter Stano. He noted that the holding of the EU-Western Balkans Summit in Tirana was very important, especially in the light of the current geopolitical situation.
The spokesman also commented on the appointment of Rasic, on the new harsh rhetoric from Belgrade as well as on Serbia’s announcement that it might not participate at the Summit in Tirana next week.
Stano said the European Union expects European behavior when it comes to rhetoric as well as in trying to find solutions.
We have already commented on what happened yesterday in Kosovo, we said that mutual trust within the Belgrade-Pristina dialogue is essential, said Stano, adding that the European Union clearly said that, regardless of Rasic’s appointment, it is of key importance that all ministerial appointments are in line with Kosovo’s Constitution.
The EU and all member states call on Kosovo to ensure that all procedural steps in the appointment of ministers representing a minority community are fully honored and our preliminary interpretation of yesterday’s appointment is that it does not meet all the conditions stipulated by the Kosovo Constitution, said Stano.
He noted that this was now up to the Constitutional Court of Kosovo, adding that the EU expects Pristina to comply with the Constitution, which is essential for the rule of law.
We already had a possible escalation that has not been seen for years and which the EU used as an opportunity to call on Serbia and Kosovo to de-escalate and refrain from unilateral actions and provocations, said Stano, adding that the situation is fragile and that any new actions that could trigger new tensions or increase the existing ones must be avoided.
Stano reiterated that the EU and its 27 member states call on both parties to immediately do all in their power to ensure the return of Serbs to Kosovo’s institutions, in line with the reached agreements.
Regarding the EU-Western Balkans Summit in Tirana, he repeated how important it is to hold it, especially in the region and especially in the current geopolitical situation.
