Stano on Kurti’s proposal: Venice Commission involvement not foreseen

Involvement of the Venice Commission is not foreseen as part of the 2013 and 2015 Agreements on the establishment of the Association/Community of Serb-majority Municipalities (CSM), said European Union (EU) spokesperson Peter Stano.

Kosovo Prime Minister Albin Kurti told the Albanian AL 2 CNN TV that the mediator in the Belgrade-Pristina dialogue, Miroslav Lajcak, could submit the draft statute for the Association/Community of Serb-majority Municipalities to the Venice Commission for evaluation. Kurti explained that the draft is a non-paper.
Stano said the EU and Quint countries “have made their position and expectations very clear on the next step Kosovo should undertake in the process of implementing the two Brussels Agreements (2013 and 2015) regarding establishing the Association/Community of Serb-majority Municipalities, namely to refer the European Draft Statute to the Constitutional Court for constitutional review.”
“The European Draft Statute was written by the EUSR’s team together with renowned international legal experts, as well as experts from France, Germany, Italy and the US, after the Parties were not able to engage in a drafting process on their own. After the presentation of the European Draft to Prime Minister Kurti and President Vucic in October 2023, the next steps have to be taken by Kosovo in accordance with the 2013 and 2015 Agreements,” Stano added.
“We expect Kosovo to act on this swiftly and stop further delaying the delivery on its own obligation,” said the spokesperson.
